Constellation Integrated Hazard Analyses - Overcoming the Challenges

Performing a large-scale Integrated Hazard Analyses is an ambitious and complex task containing multiple unforeseen pitfalls and traps that can impede reaching a useful, timely, and successful conclusion. Various interested parties, significant technical content, integration within management forums and other considerations make organizing and managing the data streams and personnel a full-time pursuit. Therefore, it is imperative that those involved in large-scale IHAs understand the challenges and methodologies used to manage the people, content and resources associated with the endeavor.
This paper addresses the challenges inherent in large scale IHAs and those specific to the development of the NASA Constellation Program IHA. The management and utilization of Safety and Program personnel, data and the ultimate integration of material and analyses from multiple sources (NASA, development contractors, integration contractors, etc.) are also discussed. Finally, this paper demonstrates the approach used to manage the Constellation Program IHA to meet the challenging technical and schedule requirements of the Program.
