NASA’s Integrated Risk Management Program

For more than a decade, NASA has used a “continuous risk management program” (CRM) to help reduce and manage programmatic risk. In addition, NASA has developed methods and has instituted programs to reduce and manage safety risk. Recently, NASA has embarked on an even more challenging effort to integrate all forms of risk management into an Agency-Wide Integrated Risk Management (AIRM) program. This approach uses a “portfolio” approach to identify all types of Agency risks associated with given missions, assess them, and integrate them in an optimum fashion. The risk components include safety (hazard), technical, cost, schedule, institutional, and strategic risks. A methodology has been developed and pilots have been planned to test the application of this methodology Agency-wide. Subsequently, the adopted approach will be used across the Agency to help reduce and manage the entire portfolio of mission risks.
