Some important program management approach is discussed in the R&D planning of advanced space transportation systems as strategic space infrastructures for various space activities in the 21st century. gThe key to successh for mission assurance of total program is discussed with glessons learnedh from actual projects, which are essential in the gprogram design & assessmenth in the primary stage of program planning. Mission assurance and successful implementation of programs will be achieved by, > Clearly identify, through the studies in primary stage on program and systemsf requirements, definition, design, analyses and assessment, the factors to effect the success criteria of (A)(B) for development and operational phase of space systems. > Integrate the program and systems into well-organized and balanced solutions, after analyzing and evaluating those factors on their effecting mechanisms, sensitivity, indefiniteness and risk-potentials to the final solutions. > Reassess continuously and control the implementation process completely. (A) Success criteria for development phase ; performance (reliability incl.), schedule, costs, etc. (B) Success criteria for operational phase ; operability, recurrent costs, operation life, etc. This study is attempted by the following approach, and proposes the concept of gProgram Quality Assuranceh for the development and operation of advanced space transportation systems. 1. Program assessments and glessons learnedh on major space transportation systems in the world. 2. Analysis of mission assurance factors and their control methods in program design. 3. Systematic development of gProgram FMEA/FTAh and risk management design. 4. Guidelines for the design and assessment of advanced space transportation programs. 5. Proposal of gProgram Quality Assuranceh.
