Realities of Cost As an Independent Variable (CAIV) - Stakeholder Perceptions Update

The initial June 2007 CAIV Stakeholder Perceptions study showed that program managers valued near term cost estimates far more than more future program phase analysis that includes production and O&S cost. This result seems to contradict a general stakeholder agreement that a robust CAIV effort that includes production and O&S cost is important to program success. One concern about the study was that the survey contained a limited number (79) of U.S. only program respondents. To further test the results a wider sample of stakeholders, which included international participants and nearly triple (205) the number of overall respondents, was conducted. Also, more detailed demographics that included government, industry and other stakeholders as well as a breakout of North American and European and Asian results was developed. New results indicate that the initial general conclusions on the application and effectiveness of CAIV are confirmed but there appears to be differences between North American and International support for CAIV analysis. This updated study presents the new data, compares the differences between North American and International and develops conclusions about CAIV application realities.
